J’aimerais prendre ce moment pour souligner mon appui pour une relation de nation à nation entre le Québec et les Premières Nations.
For far too long, we have treated Quebec's First Nations with a blatant lack of respect. We have forcefully imposed our point of view, our way of doing things and our economic development projects. We've done this at the same time as we've taken steps to decimate their language, culture and culture.igion.
Let's not forget that the First Nations were the first occupants of Quebec. All this belonged to them when we arrived. For too long, our government has sought to dominate the First Nations without appropriating what belongs to them.
Aboriginal culture and languages are part of our Quebécois and Canadian identity, as are the values of environmental protection. A nation-to-nation relationship implies consensus, not just consultation. This relationship should be based on equality, between two nations.
Nous devons changer notre perception des nations autochtones, notamment en promouvant la diversité culturelle et en leur offrant l’opportunité de poursuivre leur mode de vie traditionnel, avec l’aide du gouvernement. Tout le monde a le droit de participer dans notre société moderne, et nous devrions tout faire pour aider ceux et celles qui veulent poursuivre des études, joindre le marche du travail, ou venir en ville. Il faut appuyer les autochtones dans leurs démarches, et non les diriger de facon coloniale.
Ce jour marque le 23e anniversaire de la crise d’Oka; un conflit qui a debuté quand nous avons tenté de construire un terrain de golf et un projet immobilier de luxe sur un site d’enterrement historique. Aujourd’hui, nous désirons inverser la tendance, augmenter la pression et changer le type de produit dans un oléoduc âgé de 40 ans qui passe sur leurs territoires. Nous ne leur offrons aucune redevance, et nous n’avons pas demandé la permission.
The situation is very similar to what I observed when I visited the Elsipogtog First Nation in New Brunswick at the beginning of last month, as the government attempted to impose the development of the shale gas industry. This community was one of the first to take direct action to stop shale gas exploration on their territories.
We have a duty to listen to aboriginal people and recognize that their nations are sovereign in every sense of the word. On this 23rd anniversary of the Oka crisis, let's take action to change things.
